Main Modifications Consultation

The Telford and Wrekin Local Plan was submitted for examination in September 2025, and following the conclusion of Hearing Sessions in March 2026, the Council and Inspectors’ have now agreed Main Modifications for consultation.

As part of the examination, Telford & Wrekin Council may ask the Inspector(s) to recommend main modifications to the Local Plan, where necessary, to make the plan sound and legally compliant. Most Local Plans are subject to this request. The wording of the proposed main modifications has been agreed between the Inspector and Telford & Wrekin Council. 

The six week consultation on proposed Main Modifications will run from Monday 8 June 2026 to Monday 20 July 2026.

Main Modifications are changes to the Publication Version of the Local Plan that have been identified and developed as part of discussions between the Council, examination participants and the Inspector throughout the examination process.

Main Modifications can only be made where they are necessary to make the submitted Plan sound and legally compliant. Once the consultation has closed, all representations on the proposed Main Modifications will be considered by the Planning Inspector. If the Inspector concludes that the Plan can proceed to adoption, they will issue their final report setting out the Main Modifications that must be made before the Plan can be adopted.

In line with the examination process, representations should relate only to the proposed Main Modifications and not to the Local Plan as a whole. Comments submitted during previous stages of consultation have already been considered as part of the examination process and should not be resubmitted.

The Council has also published proposed revisions to the Policies Map. These do not form part of the Main Modifications but are published alongside them and should be read in conjunction with the Main Modifications proposed.

Additional Modifications

The Council has also prepared a schedule of ‘Additional Modifications’ to the Plan. These are minor changes to the Local Plan to deal with factual updates and clarifications, or address typographical, grammatical and presentational issues that do not affect soundness or legal compliance of the document. The Council considers that these do not materially affect the Plan. These ‘Additional Modifications’ are not subject to consideration by the Inspector and do not form part of the formal examination. However, these have been published below as supporting documents.

Comments made after the deadline will not be accepted.

Representations should only relate to the main modifications. This consultation is not an opportunity to repeat or raise further representations about the published plan or to seek further changes to the plan.

Integrated Impact Assessment

The Integrated Impact Assessment (IIA) (CD06) and Habitat Regulation Assessment (HRA) (CD05) have both been reviewed within the Integrated Assessment Report Addendum. The review assesses whether changes to the plan (modifications) could change the conclusions of the IIA and HRA. However, the screening shows that the Local Plan strategy remains largely unchanged and therefore there is no significant change to the conclusions drawn in CD05 and CD06.

These do not form part of the Main Modifications but are published alongside them and should be read in conjunction with the Main Modifications proposed.
