Previous stages of the Local Plan Review

Submission and Examination in Public  

The Telford and Wrekin Local Plan review was formally submitted to the Planning Inspectorate on 12 September 2025. On Monday 15 September, Inspector Worden (BA (Hons), Dip, TP, MRPTI) and C Carpenter (BA, MA, MRPTI) were appointed to hold an independent examination of the Telford and Wrekin Local Plan review. 

Following this, hearing sessions were then held at Meeting Point House during February and March 2026. Each hearing session considered a specific issue raised by the inspectors who lead discussion with those who were participating with the purpose of assessing whether the plan is sound, and if not, what needs to be done to make it so. 

Publication Plan

The publication version of the Local Plan review is now closed for public comments on matters of soundness and legal compliance. The consultation period ran from 17 March 2025 ended at 4pm on 5 May 2025.

Following the end of the consultation, the council considered all representations received ahead of submitting the plan to the Secretary of State.

Draft Plan

The draft plan consultation has now closed. The consultation took place 25 October 2023 - 31 January 2024.

The draft Plan set out Telford & Wrekin Councils vision for the borough, priorities for the plan, preferred policies and proposed housing and employment sites. This latest draft was informed by the Issues and Options consultation which concluded in 2021.

Key priorities and objectives for the draft Plan included:

  • Tackling climate change and achieving carbon neutrality
  • Protection and enhancement of green and natural environment
  • Maximising inward investment and employment opportunities
  • Securing better homes for all
  • Delivering regeneration, renewal and stronger communities
  • Improving health, wellbeing and tackling health inequalities.

Issues and Options

The Issues and Options consultation has now closed. The consultation took place between 12 October 2020 – 8 January 2021.

The Issues and Options consultation document introduced the development priorities for the borough up to 2040. The Issues and Options stage is the first step to reviewing the current Local Plan and sets out:

  • In detail the priorities for the Local Plan Review
  • Options for the amount of employment and housing development
  • Proposed updates to policies and in some cases the addition of new policies.
