In advance of the Matter 5 Issue 1 hearing session, the Council have submitted to the examination the following documents which have been added to the examination library:

The Examination library now includes the following document in the 'Post-submission documents' section:

ID05 Indicative Hearings Programme v7

If you have requested to participate in the hearing sessions, please carefully check the draft hearings programme to ensure that you are listed correctly for all the matters you wish to participate in, and the name of your participant is correct. Hearing attendees will only be permitted to speak if they are named on the hearings programme.

If you are not listed correctly or have any queries, please contact the Programme Officer.

 

20 February 2026

Please note that during the hearing sessions, when invited to speak by the Inspectors, participants must press the button on their microphone before speaking.

The microphones are for recording purposes only and there may be no audible indication that the microphone is active. If the button is not pressed, your contribution will not be captured on the recording of the hearing session.

Also, a Statement of Common Ground between Telford and Wrekin Council and Historic England has been submitted to the examination. The Examination Library has been updated to include:

11 February 2026

Please note the following change to the Hearing Programme.

To ensure there is sufficient time for a thorough discussion of all scheduled topics, the Inspectors have decided to adjust the sessions for Week 3. Please note the following amendment:

  •   Matter 6 Issue 5: Originally scheduled for Tuesday 17 March, has now been rescheduled to the morning of Thursday 19 March.

Matter 6 Issue 9 will be heard first with Matter 6 Issue 5 being heard after.

Please continue to check the Latest News for any programme changes.

 

29 January 2026

The Examination Library has been updated to include hearing statements submitted to the examination.

If you have submitted a hearing statement(s), please carefully check that it has been recorded correctly and contact the Programme Officer at [email protected] immediately if there are any issues.

Hearing Programme Change

Please be aware that there has been a change to the hearing programme.

On Wednesday 4th March 2026, the morning session will now be a revisit of Matter 3 Issue 2 - The five-year supply and overall housing supply position.

The Inspectors are not intending to revisit Matter 4 as previously indicated.

Accordingly, an updated hearing programme has been added to the examination library:

 

8 December 2025  

Observing the hearing sessions in person

A limited amount of seating will be provided for those that wish to observe the hearing sessions in person.

If you wish to observe any hearing sessions in person, please advise the Programme Officer which sessions you wish to observe as soon as possible. Please include your name and all the names of the people in your party and which matter and issue you wish to observe.

Live streaming and recording of hearing sessions 

The hearing sessions will not be live streamed; however the Council are planning to record the hearing sessions and publish the recording online shortly after the hearing session has finished.

More information will be provided in due course.
 

1 December 2025 – The Inspectors have issued their Matters, Issues and Questions (MIQs), Guidance Notes and Indicative Hearing Programme. Accordingly, the following documents have been added to the Examination Library:

15 September 2025 – The Secretary of State has appointed Inspectors M Worden (BA (Hons), Dip, TP, MRTPI) and C Carpenter (BA, MA, MRTPI) to hold an independent examination of the Telford and Wrekin Local Plan review.

 

12 September 2025 – Telford & Wrekin Council formally submitted the Local Plan review and supporting documents to the Planning Inspectorate on Friday 12 September 2025. A copy of the Local Plan Submission Notice is available to view.
